The Japan Sumo Association at a directors' meeting Saturday decided to set up a Grand Champion Wrestler's Qualifications Examination Committee, Kyodo reported.
    This question came to the fore during the last Spring Wrestling Tournament, as Grand Champions, having the top sumo rank, would often lose matches.
